There are plans to convert a former recycling center into commuter parking.

The Manteca City Council, when they meet tonight at 7 p.m., is expected to approve the purchase of 046 acres at 346 and 372 Moffat Boulevard, the former Manteca Recycling Center. It was agreed that the price would be $350000.

 

To secure passage of State Senate Bill 1, a $400 million deal was also reached to extend Altamont Corridor Express service south into Ceres by 2023.

As part of the extension, stops will be made at the downtown Transit Center in Manteca, Ripon, and Modesto.

Starting from Sacramento, the service will consist of three northbound ACE trains originating in Ceres, traveling to Natomas north of downtown Sacramento, and an existing ACE train that originates in Stockton.

 

Furthermore, a new North Lathrop station is proposed on the eastern edge of SHARP Depot site, next to the Mantecas city limits to create a transfer point. In Ceres, Modesto, Ripon or downtown Manteca, train passengers could change trains to head towards San Jose or to Sacramento. It is also where Valley Link, which is an effort to connect BART service that now ends in Dublin / Pleasanton to Stockton with stops along the way at River Islands, Tracy, and Livermore, will connect with ACE. In 2028, Valley Link may be operational.

 

You will be able to catch a train in downtown Manteca and take ACE all the way into downtown San Jose or into downtown Sacramento and beyond to the Natomas employment area starting in 2023. In addition to connecting with California High Speed Rail, ACE is planning to extend service to Merced later this decade.

 

If the service is launched near the downtown Manteca Transit Center, ACE estimates that 1500 passengers will board daily. Up to 1000 spaces are expected to be needed. More than 100 people can use the transit station. As of when ACE service is scheduled to begin, the city has not indicated how many parking spots they intend to have in place.

 

Some land along Moffat Boulevard is already available for parking.

A two-story house lies on the southern end of the parking lot, among other parcels. This property has not been targeted by the city.

 

It is not clear whether the city wants the parking lot to be continuous either. In all likelihood, parking lots will eventually be found all along Moffat between the Veterans Center and the transit station, except for where an arsenic treatment plant is linked to multiple wells in the central district.

 

ACE has promised that the passenger platform will be somewhere near the former recycling center or farther south, in order to prevent trains from blocking Main Street during boarding and disembarking.

A $28 million grant has been secured for the expansion of the parking lot.

Because commuters will leave their cars parked for at least 10 hours, two things must be addressed:

 

Parking spaces are needed in the city.

Municipal parking lots serving the downtown area as well as a nearby residential area west of the Manteca High campus need to have parking restrictions in place.

Residents may be required to purchase parking stickers or establish street time parking restrictions.

In order for either to work, the police department must enforce the time limits.

Additionally, the city needs to decide if it is wise to allow cars to park on the street along Moffat near the lots or at the very least control where this is allowed.

Manteca High safety discussions have previously raised concerns about how Moffat tends to encourage higher speeds. The city is also not restricting truck parking along Moffat Avenue.
